Analyst's reconciliation checks
- Fix the scope. Specify jurisdiction, office, election cycle and cutoff date before ranking donors.
- Identify the filer. Match legal committee name and ID, not just a candidate's name; distinguish party, PAC and authorized committee.
- Pair both sides. For a claimed transfer, compare the sender's expenditure with the recipient's receipt and cite both records.
- Separate mechanisms. Contributions, independent expenditures, loans, refunds and vendor payments have different meanings.
- Mark uncertainty. Record amendments, missing reports, unitemized amounts, duplicates and name-matching ambiguity.
- Compare conduct carefully. Cite the exact bill, roll-call number, chamber and date. Executive officials and challengers may have no legislative roll calls.
State filings cover statewide and legislative races; many local filings are held by county boards. Federal House records are at the FEC. No numeric funding totals are presented as reconciled facts here.
